Data Elements: Core Engine of New Quality Productive Forces & Strategic National Resource"
Data elements serve as the core engine driving the development of new quality productive forces and constitute a foundational strategic resource for the nation. Among these, Trusted Data Spaces—built on privacy-preserving computing and blockchain technologies—form the critical infrastructure for enabling secure data sharing and unlocking value. Meanwhile, Digital Globalization (or "Digital Going Global") acts as a pivotal component in establishing the "dual-circulation" development paradigm, yet faces triple challenges in compliance, technical interoperability, and cross-border trust-building.
An official from the Putuo District Data Bureau stated that leveraging platforms like Haina Digital Innovation Hub, the district is actively advancing the construction of a digital public service system under its "Honeycomb Digital Ecosystem" framework. By pooling resources from diverse stakeholders, Putuo aims to:
Empower enterprises to upgrade digital capabilities and expand global markets through digitalization;
Explore public data utilization and develop application scenarios;
Provide innovative solutions for government-enterprise data integration and AI-enabled transformation.
